Happy summer!! The Board hopes it's been one filled with fun in the sun and relaxing times.

In this issue, our colleagues at the Office of the Surgeon General provide information on the Preconception Medical Assessment (Pre-MA) and how it can help you plan out a healthy pregnancy. With the uptick in measles cases here in California this year, we are resharing an important reminder from the California Department of Public Health (CDPH) about immunization and diagnosis of this dangerous disease. Also, for workers in the construction business, CDPH has provided helpful information about silicosis. These articles are in addition to our regular articles and updates.

Finally, we'd like to say a fond farewell to Board President Kristina Lawson, who served on the Board since 2015. Read her last message as President in this issue. Beginning with the next issue, the Board's incoming President, Dr. Felix Yip will share his thoughts and messages.

President's Message

I joined the Medical Board of California in late 2015, inspired by my father who was a physician and passed away unexpectedly just before my first appointment to the Board. My father's dedication and passion for patient care was a guiding light throughout my time on the Board.

Last month was my last Board meeting, as my final term ends this summer. I am grateful to my colleagues for their faith in me over the years and for selecting me as Board President multiple times since 2020. During my time here, I had the privilege of helping this organization navigate the COVID-19 pandemic and two rigorous reviews by the Legislature, which led to meaningful law changes. During my final years on the Board, I've dedicated much time to developing and championing legislation to authorize a physician and health wellness program. These programs are common throughout the nation and are shown to protect the public by providing high-quality treatment and monitoring to physicians who are facing burnout, substance use disorders, and other health conditions that may impair their ability to practice safely. The public deserves this program, and I hope the Board continues working with the Legislature to bring this deeply needed program to California.

I am fortunate to have worked over the years alongside so many dedicated fellow Board members, staff, and advocates. I am deeply grateful to both Governor Jerry Brown and Governor Gavin Newsom for their trust in me. Each person I've had the fortune to work with has left an indelible mark in my life.

Dr. Felix Yip, MD, was selected to be the next Board President and I hope that you will join me in wishing him well, and offering your support, as he leads the Board through this next phase. New Resource to Reduce Maternal Deaths — PreMA (Preconception Medical Assessment)

PreMA is a validated, evidence-based preconception medical assessment developed in collaboration with the Office of the California Surgeon General and Stanford University researchers. This simple, eight-question tool can be completed in community settings—nail salons, grocery stores, places of worship—bringing health engagement closer to where people live.

Upon completion, individuals receive health tips and, when indicated, are encouraged to seek medical care before becoming pregnant. PreMA is more than a screening—it is an invitation for people to understand and invest in their health before pregnancy.

This work addresses urgent realities: in California, one in three pregnancies is unintended, and one in three women of reproductive age live with a chronic condition. Nationally, one in five women face two or more chronic health issues. Too often, patients reflect, "I wish I had known before pregnancy that my condition could affect me or my baby." PreMA answers that call.

As health providers, you may soon see patients referencing their PreMA results. This is an opportunity to partner with them early—to prevent complications, reduce risks, and contribute to our statewide goal. Together, we are working to reduce California's 80% preventable maternal deaths and achieve the bold target of cutting maternal mortality by 50% by December 2026.

Legislation Attempting to Address the Use of Artificial Intelligence in Medicine

As artificial intelligence (AI) use becomes increasingly common, California legislators have passed multiple bills in recent years that regulate how this technology is used in the health care industry. Here are three new laws that you should be aware of:

AB 489 (Bonta) prohibits an AI system from referring to itself as a physician or from using any other terms, letters, or phrases that imply the system is an actual licensed health care provider. It also authorizes the Board, or other appropriate licensing board, to investigate and take enforcement action against a person or entity whose AI falsely impersonates a health care provider.

AB 3030 (Calderon) mandates that health facilities, clinics, and physician offices make certain disclosures to their patients when using generative AI to communicate patient clinical information (unless those communications are read and reviewed by a licensed or certified health care provider).

SB 1120 (Becker) places requirements on insurance providers when using AI to review, approve, modify, or deny health care services for patients. Among other provisions, this law prohibits AI or other software from being used to make determinations of medical necessity.

As AI technology continues to develop, the Board will continue to monitor, and may take a position on, legislation in this area. Earlier this year the Board discussed the following bills:

AB 1979 restricts how AI is used to make clinical decisions and prevents AI from being used to direct, guide, or supervise unlicensed personnel to perform functions that require a professional license.

AB 2575 requires certain notifications to those who use a clinical decision support system for patient care and is intended to prevent retaliation or discrimination against those who provide direct patient care and who either override or rely upon the output of such a system.

SB 903 restricts how AI is used by certain licensed health care providers while providing psychotherapy services and requires consent from patients, or their representative, before AI can record or transcribe psychotherapeutic communications, as defined.

SB 1146 limits how AI can be used to replicate images of physicians and other health care providers in health-related advertising.

Apply Early for Your Postgraduate Training License

As the Medical Board of California (Board) begins receiving its annual influx of new resident applications, we encourage incoming trainees to apply early for a Postgraduate Training License (PTL). Each year, application volume increases significantly in late spring and summer, resulting in longer processing times.

Applicants can reduce delays by ensuring all required documentation is submitted electronically through the Board's DOCS system. In some cases, information disclosed during the application process may require additional review and will extend the processing time.

Incoming residents have 180 days after beginning their training program to apply for and receive their PTL. Waiting can create unnecessary risks and delays, particularly during high-volume months. If a PTL is not issued within the required timeframe, the applicant must cease all clinical training in California. Practice is not permitted with an expired PTL.

Applying early, carefully monitoring deadlines, and submitting complete documentation will help ensure a smooth start to your postgraduate training in California. For additional information, please visit the Board's website or contact the Board's Licensing Program.

Recap of Joint Forum on Controlled Substances and Medications for Opioid Use Disorder Access

In December 2025, California hosted a Joint Forum on Controlled Substances and Medications for Opioid Use Disorder Access at California State University, Sacramento.

The forum was hosted by the Department of Consumer Affairs (DCA),the Medical Board of California (Board),Osteopathic Medical Board of California (OMBC), Board of Registered Nursing (BRN), Dental Board of California, Physician Assistant Board of California, California State Board of Pharmacy, and other key California allied health boards.

The forum brought regulators, providers, and patients together to identify and discuss ways to advance patient care by participating in presentations, panel discussions, and various breakout sessions, which included a range of topics such as communication and collaboration gaps, patient access and stigma, e-prescribing, and more.

Addressing the trends impacting patient care is crucial for improving patient outcomes. The Board co-hosted this forum as a first step to improve interdisciplinary communication between health care professionals to enhance patient care.

DCA's post-forum survey, conducted between March 2026 and April 2026, found that licensed professionals identified major barriers to pain care, including provider-pharmacy communication issues, restrictive prescribing, supply shortages, and regulatory burdens. Respondents also highlighted needs for better education, reduced stigma, and improved access to care, especially for chronic pain and underserved populations. In the future, DCA and the relevant boards plan to hold topic-specific mini forums to identify solutions.

California Department of Health Reminds Physicians of the Importance of Measles Immunizations

In 2000, the United States declared the measles virus eradicated from an endemic level of spread. Recently, however, new measles infections have emerged in California with 51 confirmed cases as of June 22, 2026. Due to this increase in cases, the California Department of Public Health (CDPH) issued a reminder to health care providers about the importance of immunization and prompt diagnostic suspicion of measles to limit its spread.

Measles is a highly contagious disease and the CDPH recommends that physicians use a high degree of suspicion for measles with all patients who present with a fever and rash, specifically in patients who were exposed to an active case of measles or traveled to an area with active measles cases in the previous three weeks. When a provider suspects measles, it is recommended they isolate the patient and contact their local health department to request additional testing.

Two doses of the measles-mumps-rubella (or MMR) vaccine provide an extremely high protection against measles and unvaccinated persons who have been exposed to an active measles case have a high likelihood of contracting the disease. This virus is also highly resilient and can survive in the air and on surfaces for up to two hours after the infected person has left, which underscores the need for timely immunization.

Updates from the Midwifery Advisory Council (MAC)

In April, the Midwifery Advisory Council (MAC) held their first meeting of 2026, where they discussed a variety of topics and heard a presentation from the Board's Deputy Director, Marina O'Connor, regarding the current condition of the Licensed Midwife Fund.

MAC Chair Madeline Wisner, and member Mason Wilson-Tanev agreed to extend their terms on the MAC until two new members are appointed. Currently, the MAC has three vacant positions: one licensed physician and two licensed midwives. The Board continues to recruit for these open positions.

Those who are interested in being appointed to the MAC should apply. Applications received by September 7, 2026, will be reviewed at the next MAC meeting.

Recent Law Change Allows Dispensing Certain Medications to Patients Discharged from the Emergency Room

Effective January 1, 2026, prescribers have another option to dispense medications to an emergency room patient for their use after being discharged. Specifically, an unused portion of a medication from the hospital pharmacy may be provided to the patient if all of the following conditions are met:

  • The medication is not a controlled substance and was ordered and administered to the emergency room patient.
  • The medication was administered from single patient use multidose packaging and can be self-administered by the patient, including, but not limited to, an inhaler, eye drop, ear drop, nose drop or spray, topical product, or liquid product.
  • Dispensing the unused portion of the medication is required to continue treatment of the emergency room patient.
  • The prescriber ensures that the label on the drug contains all of the information required by Section 4076.

Health Advisory: Silicosis Cases in Countertop Workers Continue to Rise, as Silicosis Becomes a Reportable Disease in California

In November 2025, the California Department of Public Health (CDPH) posted a health advisory which provides crucial information on the identification, reporting, and prevention of silicosis.

What is Silicosis?

Silicosis is a severe, incurable lung disease that can occur in workers who fabricate countertops.

Workers in the countertop industry can be exposed to respirable crystalline silica dust when working in or near areas where countertops are being cut or finished, and exposure to silica places them at risk for silicosis.

Workers who make countertops from engineered stone, a popular material with very high crystalline silica content, have a high risk of developing silicosis. This material is also known as artificial stone, and the countertops are commonly called "quartz countertops." A global epidemic of silicosis related to this engineered stone is underway, with cases documented in many countries.

Silicosis Cases Continue to Rise

Since 2019, CDPH has conducted statewide multi-source surveillance for silicosis and, as of June 18, 2026, has identified 568 cases of confirmed silicosis associated with engineered stone. At least 31 California workers have died, many of whom were in their 30s and 40s, and at least 65 California workers have received lung transplants.

To document the continued rise in cases, CDPH launched the Engineered Stone (ES) Silicosis Surveillance Dashboard. This dashboard contains surveillance data for ES Silicosis cases reported to the state since surveillance began in 2019.

Risk Factors and Symptoms

Individuals with a history of working in shops that cut and finish countertops, particularly quartz countertops fabricated from engineered stone, are at high risk for developing silicosis.

Silicosis can manifest in workers both symptomatically and asymptomatically, and most workers with silicosis are immigrants with an average age of 46 at diagnosis. Common symptoms include cough and shortness of breath. Some workers may be misdiagnosed with conditions such as pneumonia, tuberculosis, asthma, or sarcoidosis. The disease often progresses rapidly, leading to severe impairment, the need for supplemental oxygen, lung transplant, and death.

Challenges to Prevention

While silicosis is serious, it is preventable.

The Division of Occupational Safety and Health (Cal/OSHA) requires that employers control silica dust. However, it is very difficult for most employers to implement the dust control methods needed to protect workers due to the expense and technical expertise necessary to acquire and maintain the sophisticated equipment needed. Furthermore, even when shops use mandated control methods, they are not always effective at lowering silica exposures enough to prevent disease.

Given these challenges, in July 2024, after hundreds of Australian countertop workers were found to have silicosis, Australia became the first country to ban the use of engineered stone. In California, regulators recently took the first step toward a possible ban. On May 21, the Occupational Safety and Health Standards Board (which oversees Cal/OSHA's regulatory process) voted to grant a petition from the Western Occupational and Environmental Medical Association (WOEMA) to prohibit the use of engineered stone for fabrication of countertops and other surfaces. Cal/OSHA will now begin emergency rulemaking intended to protect countertop workers across the state from silica exposure and silicosis, the anticipated regulations would be the first of their kind in the United States.

Recommendations for Physicians

Physicians play a crucial role in addressing the rise of silicosis. Early detection of silicosis and cessation of further silica exposure can slow disease progression. Identifying and reporting cases in California helps CDPH assess where workers are at risk and safeguard workers' health.

Physicians should:

  • Ask patients about their work history, specifically if they have worked in cutting or finishing countertops.
  • Suspect silicosis in both asymptomatic and symptomatic countertop workers and test patients using imaging (chest X-ray, chest CT) and pulmonary function tests (spirometry, diffusing capacity).
  • Refer patients to pulmonary and occupational medicine physicians for diagnosis and care coordination.
  • Provide educational resources about workplace safety, stressing the dangers of inhaling silica dust, and the importance of protective measures, like using water during cutting or grinding, special vacuums for dust cleaning, and appropriate respirators.

Important Reporting Guidelines

Silicosis is a required reportable disease in California. Identified or suspected cases must be reported within seven calendar days to the local health department in the county where the patient resides. Local health departments then report these cases to CDPH.

An on-demand, asynchronous free continue medical educational (CME) course is available at the Southern California Education and Research Center website. This CME course is aimed at healthcare providers who conduct silica medical surveillance examinations as well as providers who may diagnose or care for patients with silicosis.

Resources Related to Attesting to a Nurse Practitioners' Transition to Practice Available

There are two categories of nurse practitioners (NP) that are authorized to practice without standardized procedures or the supervision of a licensed physician. These NPs are commonly referred to as 103 NPs and 104 NPs, in reference to Business and Professions Code sections 2837.103 and 2837.104, respectively. The distinction is in where they can practice. A 103 NP can only work within one of the group settings established in law, with at least one physician and surgeon, while a 104 NP has no restrictions on their practice location restriction if they practice within the population focus of their National Certification.

To be eligible to practice as a 103 NP, an NP must first apply to and be certified by the California Board of Registered Nursing (BRN). The 103 NP application requires a separate provider attestation; the 104 NP application does not.

One of the key requirements to become a 103 NP is to complete a three year, or 4600-hour transition to practice (TTP) in direct patient care. According to the BRN, this additional clinical experience and mentorship may include, but is not limited to, managing a panel of patients, working in a complex health care setting, interpersonal communication, interpersonal collaboration and team-based care, professionalism, and business management of a practice. This TTP must be attested to by a separate provider that is either a licensed physician or an authorized nurse practitioner, be completed in California, and meet certain timing requirements established by the BRN.

Once a 103 NP has completed and has had their requirements attested to, they may transition to a 104 NP solo practice. This allows the NP to practice without standardized procedures outside of a group setting. However, a 104 NP can only practice within the scope of their clinical and professional education and training. Additionally, a 104 NP practicing independently must consult and collaborate with other providers when required based on the patient's clinical condition.

The separate provider who attests to the completion of a transition to practice is not required to verify competence, clinical expertise, or any other standards related to the practice of the applicant and shall only attest to the completion of the transition to practice.

 Warning: Scammers Posing as DEA Agents or Board Enforcement Staff

The Medical Board of California (Board) is aware that scam artists are posing as law enforcement officers, including U.S. Drug Enforcement Administration (DEA) agents or Board staff and calling California physicians as part of an extortion scheme.

Scammers posing as law enforcement may tell victims they have missed a court date as an expert witness and have a warrant for their arrest. Scammers posing as DEA agents may tell victims their license is suspended for illegal drug trafficking and the suspension means they will not be able to practice. The scammers may provide an "Agreement for the Bond and Protocols" that includes statements that licensees are not to share or disclose the investigation to any third party and agree to a bond fee payment of $25,000.00.

The scammers' phone number may show up as the Board's toll-free number, (800) 633-2322, or other Board phone numbers. If posing as law enforcement, they may impersonate actual law enforcement officers using their real names.

Please note, law enforcement officers, DEA agents, and Board staff will never contact physicians by telephone to demand money or any other form of payment. If you receive one of these calls, refuse the demand for payment. Please also consider the following:

If the caller is stating they are from the DEA, immediately report the threat using the DEA's Extortion Scam Online Reporting form.

If the caller insists that they speak with you right away, tell them that you'll call them back directly. At this point, some scammers will offer you a phone number as a way to verify they are who they say they are. Do not call the number the scammers provide; instead, send a message with all information about the call.

If the phone number of the caller appears to be the Board's toll-free number, it is recommended that you submit an online complaint with the Federal Communications Commission (FCC) using the FCC Consumer Complaint.

If you are a licensee of another DCA Board or Bureau, please contact your respective licensing agency to report a scam phone call.

Central Complaint Unit Ad: Medical Consultants Needed

Physician and licensed midwife Medical Consultants review complaints to determine whether a formal investigation by Board investigative staff is needed, or if the complaint can be resolved by a preliminary review of the medical records and a subject's narrative statement.

Participating physicians and licensed midwives are reimbursed $75 per hour for record review and report preparation.

Expert Reviewer Ad: MBC Needs You!

History

The Medical Board of California (Board) established its Expert Reviewer Program in July 1994 as an impartial and professional means to support its investigation and enforcement functions. Expert Reviewers (Experts) assist the Board by providing reviews and opinions on board cases and conducting medical and psychiatric evaluations.

Requirements

Physicians must be board certified, in active practice with 80hrs/month of direct patient care or 40hrs/month if teaching, practicing in their specialty for a minimum of three years after board certification, or retired from active practice within the last three years. Out of state practice may be considered to satisfy active practice requirements. Applicants shall have no current complaints, no prior discipline, and must be willing and available to testify at an administrative hearing, if necessary. (Hearings may be conducted virtually, if permitted by the administrative law judge.)

Midwives

The Board also needs midwife expert reviewers throughout the state of California. Licensed midwives must be licensed (in good standing) for at least three years in the State of California as a midwife, have an "active" midwifery practice for the past three years, have no pending accusations, prior discipline, or current complaints or complaints closed within the last three years. Peer review experience is desirable, and applicants must be willing and available to testify at administrative hearings. (Hearings may be conducted virtually, if permitted by the administrative law judge.)

Physical and Psychiatric Evaluations

The Board needs experts willing to conduct physical or psychiatric examinations. Training provided! Experts conducting these evaluations are paid at their usual, customary rate, plus travel expenses — if applicable. Please contact us for more information.
